The Mazhilis, the Lower House of the Kazakh Parliament, has
ratified the renaming of the Cooperation Council of Turkic Speaking States to
the Organization of Turkic States. Notably, the decision was made in 2021, and
in 2022, it was signed by the heads of state. The transformation is intended to
elevate the organization’s status and expand cooperation among the member
states. Additionally, the changes define the functions of approving documents of
the Secretariat to be under the Council of Foreign Ministers, while the final
decision-making authority will rest with the Council of Heads of State.
Furthermore, the provisions regarding the Council of Elders of the Turkic Speaking
States will no longer be «approved» but «endorsed» by the Council of Foreign
Ministers.
«Ikram Adyrbekov will be included in the Council of Elders from
Kazakhstan, and the other countries will also determine their representatives.
The main goal of the organization of elders is to provide practical advice to
heads of state and other organizations,» noted Kazakh Deputy Foreign Minister
Alibek Bakayev.
In addition, the Mazhilis adopted a law on the special
status of Turkistan and sent it to the Senate, the Upper House of the Kazakh
Parliament. The document aims to create legal conditions for the formation and
development of the city as a spiritual, cultural, historical, and tourist
center of Kazakhstan.
