The city of Alatau will be granted a special status. Members of the Kazakh Parliament adopted a constitutional law at a joint session. The document has been sent to the Head of State for signature. It is expected that the country’s first smart city will be developed as a city with a special governance regime, financial and institutional independence. Favorable conditions will be created for businesses and investors. Entrepreneurs will be issued licenses, and investors can expect tax incentives. Guarantees for the protection of their rights have also been strengthened. In particular, business inspections in Alatau will be carried out exclusively by the General Prosecutor’s Office. Notably, a pool of 44 investment projects totaling two trillion tenge has already been formed. Their implementation is expected to help establish a center for science, tourism, medicine, and innovation in Alatau.
«To enhance the principle of digital primacy, the amendments adopted by MPs stipulate that all data related to urban management, including urban amenities, engineering, transport, and housing and communal infrastructure, as well as public safety systems, will be integrated into a single digital platform,» said Nurtai Sabilyanov, member of the Mazhilis, the Lower House of the Kazakh Parliament.
«The constitutional law, developed in line with the Head
of State’s directive, establishes a specialized legal framework for the
development of the city of Alatau and introduces approaches that have not been
previously applied in the country. This initiative opens up new opportunities
for the city, which will undoubtedly drive Alatau’s growth, elevating it to a
new level,» said Kazakh Deputy Prime Minister Kanat Bozumbayev.
