Kazakhstan will develop a unified digital platform to ensure the fair distribution of royalties to authors. The Mazhilis, the lower house of Parliament, has adopted a law amending intellectual property regulations. The platform will digitalize interactions between authors, users, and collective management organizations, enabling accurate accounting and reliable data tracking. Automation will also help prevent counterfeiting. The document aims to accelerate the digital transformation of the industry. The preliminary trademark review period will be shortened from one month to ten business days, while the full review period will be reduced from seven to three months, allowing for the faster protection of new brands. Starting in 2029, the operating costs of collective copyright management organizations will be reduced from 30 to 20%. As such, Kazakhstan creates favorable conditions for the development of the creative economy.
«The main goal is to improve intellectual property legislation and develop
legal relations related to the use of creative works and means of
individualization. In addition, the Marrakesh Agreement provides access to
published works for visually impaired individuals without the author’s consent,» said Mazhilis Member Nursultan
Baitilessov.
