Kazakhstan will launch a national AI platform - a unified infrastructure for developing and deploying products based on artificial intelligence technologies. Its creation is stipulated by the Law On Artificial Intelligence, adopted in the Mazhilis, the Lower House of the Kazakh Parliament. To support the sector’s growth, the law provides for government measures such as funding research and development, creating educational programs, and fostering international cooperation. According to Mazhilis members, this will enable Kazakhstan to become competitive in the global high-tech market. The document also sets out principles for the ethical use of AI and clearly defines the rights and responsibilities of participants in this field. AI system owners will be able to set terms of use and protect their rights, while users will gain the right to safeguard personal data, access information about system operations, and challenge automated decisions. Kazakhstan is among the first countries to adopt such a law. Notably, both leading international practices and potential risks were taken into account in its development.
«In his state-of-the-nation address, President Tokayev set a large-scale task - to transform Kazakhstan into a fully digital country within three years. The Head of State reiterated this progressive idea from the UN rostrum. As he noted,
large-scale digitalization and the widespread adoption of artificial
intelligence have become a national priority for our country. Today’s adoption
of the law on artificial intelligence is a fundamental step toward implementing
this initiative. Clearly, this law will pave the way for advancing Kazakhstan’s digital development to a new
level,» noted Yerlan Koshanov, Chairman of the Mazhilis, Lower House of the Kazakh Parliament.
