Kazakhstan to adopt key new laws by year-end

The Kazakh Parliament has begun work on implementing the tasks outlined in the President’s state-of-the-nation address. By the end of the year, lawmakers are expected to draft and adopt the Construction and Digital Codes, along with laws on banking and artificial intelligence. Yerlan Koshanov, Speaker of the Mazhilis, the lower house of the Parliament, emphasized that the priority is to promptly provide legislative support for all the initiatives set out in the Address. Particular attention will be given to cybersecurity, the legal framework for developing Alatau City, and the protection of domestic producers within the EAEU. Amendments will also be introduced to the mechanism for distributing agricultural land. Koshanov noted that the Address once again demonstrates the President’s adherence to the core principle that all initiatives are for the people. In this context, parliamentary reform was also proposed.

«In his recent Address, the President proposed forming the future unicameral Parliament on the basis of party lists. Active citizens who join a party that reflects their positions and views will be able to enter Parliament and take part in shaping the country’s most important decisions. Such a system is widely practiced internationally. Therefore, I call on all factions and lawmakers to support this consistent and forward-looking reformKoshanov said.
