Kazakhstan plans to develop
19 draft laws in 2025, Minister of Justice Azamat Yeskarayev announced at a
government meeting. Of these, 13 will revise current laws, while six will
introduce new frameworks. Meanwhile, 12 are intended to implement President
Kassym-Jomart Tokayev’s instructions. In particular, it is planned to develop
the law on banks and banking activities and regulations on health insurance,
telecommunications, and data processing centres. The draft laws will also focus
on improving election legislation and advancing the renewable energy sector.
The bill on civil service is planned for submission to Parliament next year as
well.
«The draft law aims to
form a civil service model based on the principles of service and customer
focus, expressed in proactive, result-oriented approach to professionalize the
state apparatus using a hybrid civil service model. In addition, the draft plan
provides for annual bills on the national budget and guaranteed transfers from
the National Fund,» Yeskarayev said.
