In 2025, Kazakhstan’s real GDP growth is expected to reach 5.6 percent. National budget revenues will exceed 15.5 trillion tenge, with an increase of almost three trillion tenge. This growth will be facilitated by an acceleration in economic development, improved tax administration, and a reduction in the shadow economy's share. This was announced by the country’s Finance Minister Madi Takiyev in the Mazhilis, a Lower House of the Kazakh Parliament, where a new three-year budget was adopted. According to Takiyev, it remains socially oriented, with nearly 10 trillion tenge allocated for the social sector next year, accounting for just over one-third of the total expenditures. The regions will receive 7.5 trillion tenge, while slightly over two trillion tenge will be directed to support the real sector of the economy.
«In line with President Tokayev’s directive, the development of the agro-industrial complex has been intensified. A total of 635 billion tenge is earmarked for this sector in 2025, marking a 30 percent increase compared to the current year. The transport sector is set to receive 568 billion tenge in 2025, with 423 billion tenge allocated for road infrastructure development. Additionally, 137 billion tenge is planned for effective water resource management, which represents an increase of 51 billion tenge, or 59 percent, compared to the current year,» noted Kazakh Finance Minister Madi Takiyev.
Mazhilis adopts draft law on guaranteed transfer for 2025-2027
The Mazhilis also supported the annual withdrawal of two trillion tenge from the National Fund by adopting the corresponding draft law on a guaranteed transfer for 2025-2027. According to representatives of the Cabinet of Ministers, its adoption will help balance the national budget.
«The amount of the guaranteed transfer is determined in accordance with the budget rules. The draft law sets the cutoff price for oil at $42.3 per barrel in 2025 and $41 to $39.4 per barrel in 2026-2027. Taking this into account, the amount of the guaranteed transfer for 2025-2027 is set at two trillion tenge annually,» said Nurlan Baibazarov, Kazakh Deputy Prime Minister and Minister of National Economy.
