Kazakhstan is set to raise the status of
working professionals as part of the Year of Working Professions declared by
President Kassym-Jomart Tokayev. The government approved a special action plan outlining
seven key areas and 70 steps to support the workforce. Special emphasis will be
placed on addressing the personnel shortages in the transport sector and rural
areas, as well as involving businesses in the training and retraining of
specialists. Numerous initiatives for conducting the Year of Working
Professions were presented at the government meeting. According to the Ministry
of Education, Kazakhstan will host the first TurkSkills professional skills
championship this year. The event will be organized among Turkic-speaking
countries with the participation of members of the TURKSOY international
organization. Another initiative will involve the establishment of a National
Competence Center in Astana and the internationalization of 10 vocational
education institutions across the country.
«Its primary goal is to enhance the global
competitiveness of Kazakh vocational education institutions and ensure that
educational programs align with international standards. The introduction of the
world’s advanced models of vocational education institution management is achieved
by attracting foreign managers to implement the best global management
practices. Additionally, as part of these efforts, our teachers will have the
opportunity to exchange experiences with foreign vocational education
institutions, improving their professional development. Our students will
benefit from academic mobility, allowing them to gain knowledge and expertise
at these institutions,» said Education Minister Gani Beisembayev.
According to the Ministry of Labor and Social
Protection of the Population, over half of all employed Kazakh citizens have
vocational or technical education. The most in-demand workers are in the
transport, trade, industry, and agriculture sectors. The Ministry of Energy is
undertaking separate initiatives. Based on its data, over 83,000 jobs are
expected to be created in Kazakhstan by 2030 through the implementation of 99
projects in the fuel and energy sector. In addition, the total need for
personnel at existing industry enterprises until 2029 will amount to around 16,000
jobs. Prime Minister Olzhas Bektenov gave instructions to the relevant ministries.
«I instruct the Ministries of Industry and Construction,
Energy, Transport, Agriculture, and Water Resources and Irrigation, along with
businesses, regional administrations, and Otbasy Bank, to address the issues of
launching preferential mortgage and rental housing programs for working
professionals. Relevant state bodies, regional administrations, national
companies, and enterprises must ensure the effective implementation of sectoral
and regional plans for the Year of Working Professions,» noted Kazakh Prime
Minister Olzhas Bektenov.
