Civil service transformation in AI era discussed in Astana

Artificial intelligence in the public sector is moving beyond the experimental stage and becoming a practical tool for governance. It is actively used for the selection, evaluation, and training of civil servants, as well as for improving the efficiency of government agencies. In Kazakhstan, the civil service recruitment process has been fully digitized, reducing hiring times by almost fivefold. More than 52,000 civil servants have been trained to use AI tools. These issues were among the key topics discussed at the international GovHR Forum in Astana. Participants noted that skills such as the ability to adapt quickly to change and work in a technology-driven environment are coming to the forefront.

«Our primary goal is to unlock the fundamental sources of human capital in the era of digital transformation and the development of artificial intelligence. In this regard, special emphasis is placed on ensuring comprehensive coverage of all categories of citizens. This applies not only to civil servants but also to the systematic development of human resources as a wholenoted Darkhan Zhazykbay, Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs.

«Competencies alone are not enough. Without the right values, a person cannot be an effective civil servant. Artificial intelligence is just a tool, but decision-making, data analysis, and ethical considerations will always remain a human responsibilitysaid Parviz Kazimov, Head of Competency Evaluation Division at the State Examination Center, Azerbaijan.
