Nearly seven million children live in Kazakhstan, accounting for about one-third of the country’s population. Over the past 10 years, their number has increased by 1.5 million, making child protection one of the key priorities of the state’s social policy. This work is based on the principle of care for and upbringing of children, which is enshrined in the new Constitution. At the initiative of President Kassym-Jomart Tokayev, a package of legislative measures aimed at strengthening children’s rights and safety was adopted in 2024–2025. Child rights protection departments have been established in every region of Kazakhstan. Preschool education coverage has reached 96 percent of children, while all young Kazakh citizens are guaranteed access to free secondary education. The country is actively building new educational institutions, including under the national project Comfortable Schools. More than 1,000 educational institutions have been built over the past six years.

Head of State’s instruction, the Children of Kazakhstan concept for 2026–2030
has been developed. The document defines four priority areas covering
children’s rights in the fields of safety, education, healthcare, family, and
social protection. Currently, about seven million children live in the country,
accounting for 34 percent of the population,» noted Kazakh Vice Minister of Education Shynar Akparova.
