In Kazakhstan, the
Astana Hub international IT startup technopark will be merged with the Park of
Innovative Technologies. The creation of a unified
innovation cluster is provided for by the law on improving government support
system for the sector. The draft law was adopted by the members of the Mazhilis,
the Lower House of the Kazakh Parliament, in two readings and sent to the
Senate, the Upper House of the Kazakh Parliament, for consideration. The
document provides for expanded and centralized support for cluster
participants. To enable this, a unified legal framework will be established. Now,
support will be provided through the single window of the national innovation
system. Also, with the co-financing of venture funds, a competitive selection
process and project effectiveness assessments will be carried out. Overall, the
draft law aims to enhance the effectiveness of the country’s information
technology system and expand opportunities for IT companies and startups.
