Turkistan may receive a special status as well as a design code, primarily in an oriental style, to preserve the historical appearance of the ancient city. This was announced by Kazakh Vice Minister of National Economy Bauyrzhan Omarbekov while presenting the relevant draft law at a Mazhilis meeting. He noted that the amendments also include a prohibition on the construction of buildings over seven meters high around the Mausoleum of Khoja Ahmed Yasawi. Additionally, it is proposed to create a reserve of archaeological monuments of Turkistan and give a total of 34 additional competencies to the Maslikhat and the city mayor’s office. Thus, the powers of the latter authorized body are divided into three directions, with one set to create favorable conditions for tourism development. These and other innovations have been made in several laws following President Kassym-Jomart Tokayev’s instruction on the need for a separate law to determine the status of Turkistan, as stated at a Mazhilis meeting.
«The draft law
provides for amendments and additions to the Land Code of Kazakhstan, as well
as laws «on Architectural, Urban-Planning and Building Activities in
Kazakhstan», «on the Protection and Use of Historical and Cultural Heritage
Objects», and «on Tourism Activities in Kazakhstan». Adoption of the draft laws
will not entail any negative socio-economic or legal consequences,» said Bauyrzhan Omarbekov, Kazakh Vice Minister of National Economy.
