Creating new economic growth points and
addressing regional imbalances remain key priorities for the state. Speaking at
the fourth National Kurultai (Congress), President Kassym-Jomart Tokayev raised
critical issues affecting every citizen on nearly all spheres of life. As for
the economy, this year, financing for the real sector is set to increase to
eight trillion tenge, with plans to expand it further to ten trillion tenge in
the coming years. Tokayev described the volumes of business support as unprecedented
for Kazakhstan. The country’s infrastructure projects list will also be
expanded. Construction will begin on a new highway from Astana through Arkalyk,
Torgai, and Yrgyz, with direct access to the Trans-Caspian transport corridor.
«The new highway will reduce the distance
between the country’s central and western regions by 560 kilometers. This is a
large-scale project that will give impetus to the entire Torgai region. In
addition, the airport in Arkalyk should be restored, alongside the construction
of a new airport complex. All this will not only strengthen the country’s
transport connectivity but also contribute to the development of agricultural
lands and livestock farming in central Kazakhstan,» Tokayev said.
The country’s economy must undergo a digital
transformation to keep up with the times. Here, the development of the
blockchain industry plays a key role. The President instructed to take urgent
measures to legalize crypto exchanges, regulate digital asset circulation, and
attract investment in digital mining. However, such a technological structure
is highly energy-intensive, and the world’s electricity deficit is expected to
rise. As Tokayev believes, Kazakhstan must not only achieve complete energy
self-sufficiency but also become a major player in the global energy market.
«It is strategically important for us to
create a new energy sector that will provide a solid foundation for dynamic
economic development for decades to come. That is why I believe it is necessary
to build not one, but three nuclear power plants and, ultimately, form a
full-fledged nuclear cluster. This is essential. Given the exceptional
importance of this task, I have decided to establish the Nuclear Energy Agency
under the President,» Tokayev noted.
In addition to digitalization and energy, the
Head of State identified the agro-industrial complex and human capital as key
factors that open the way to Kazakhstan’s sustainable development. Tokayev also
spoke about the tax reform, noting that an increase in the VAT rate will help
the state fulfill its social obligations, which account for more than half of
the national budget. The country will not deviate from this path, ensuring
continued investment in education and healthcare. Science keeps receiving great
support as well. The President also instructed to prepare a single conceptual
document on domestic policy.
