Kazakhstan is
establishing a National Vocabulary Fund and a National Corpus of the Kazakh
Language. The latter will serve as an information and reference system, featuring
texts of various styles and genres. A neural network-based large language model
will process, generate, and analyze texts in the state language, broadening its
use in the digital environment. These initiatives, alongside other amendments
to the law on culture, education, and mentoring, were presented to Parliament
and approved by the Senate, its upper house, awaiting the President’s
signature. Another innovation introduces the concept of a mentoring
organization, aiming to regulate the institution of mentoring orphans and
children left without parental care. One more legislative update expands the
Bolashak scholarship program to include winners of international Olympiads.
These students will be eligible to study at leading foreign universities with
state support, including at the bachelor’s level. They will also be able to
study abroad the fields corresponding to their Olympiad subjects.
«We want to offer a
unique opportunity for them to study at leading universities and feel the
support of the state, then return back to get involved in social life, choose a
scientific profile or any other specialty. The list of eligible universities
will be determined as usual, along with a specific list of international
Olympiads in areas such as physics, mathematics, computer science, and
engineering. These Olympiad results also serve as benchmarks for assessing the
effectiveness of youth talent development programs,» said Kazakh Vice Minister
of Science and Higher Education Darkhan Ahmed-Zaki.
