President Kassym-Jomart Tokayev extended his congratulations
today to water management professionals on the occasion of their professional
holiday. He emphasized that water is a source of life and an invaluable
strategic resource. Despite the country's vast territory, a significant portion
consists of deserts and semi-deserts. Therefore, water resources are a part of
Kazakhstan’s national security and are always at the forefront of the
government's attention.
«In my 2023 Address, I specifically emphasized the
importance of the careful use of water resources. The Ministry of Water
Resources and Irrigation was established. Concrete tasks were outlined,
large-scale reforms were implemented, a new Water Code was adopted, and major
infrastructure projects are being carried out. Significant funds have been
allocated for the construction and modernization of water facilities, including
the attraction of foreign investments. Currently, around 30,000 people are
employed in the sector, ensuring the supply of water to cities and rural areas,
industrial enterprises, and for agricultural irrigation,» Tokayev said.
The Head of State also outlined key priorities in the
sector. One of them is ensuring water supply to rural areas. Issues related to
the purification of drinking water are also being addressed. In addition, the
government actively supports farms that use water-saving technologies, with up
to 80% of their expenses eligible for reimbursement. For many years, efforts
have been underway in the country to save the Small Aral Sea. President Tokayev
also instructed that measures be taken to preserve the Caspian Sea, Lake
Balkhash, and other water sources. According to him, water security has become
a key condition for Kazakhstan’s sustainable development.
«We must strengthen our water diplomacy efforts and ensure
the training and selection of personnel for this exceptionally important work.
A key priority is cooperation with neighbouring countries to establish an
effective water management system in transboundary river basins. Kazakhstan
advocates for the rational, fair, and equitable use of water resources, as well
as for the fulfilment of mutual commitments to ensure water security and
regional stability. We hope for the continued constructive dialogue and
cooperation with neighbouring countries in the interest of all parties.
Kazakhstan consistently promotes the initiative to establish a Water and Energy
Consortium of Central Asian countries,» Tokayev added.
Global water demand may exceed supply by nearly half as
early as 2040. The issue must be addressed now by consolidating the efforts of
the international community, the Head of State believes. Next year, Kazakhstan
is set to host a Regional Climate Summit under the auspices of the United
Nations. Such steps contribute to ensuring the country’s water security, he
emphasized. President Tokayev also expressed his gratitude to professionals in
the sector for their contribution to the development of water management. He
presented state awards and honorary titles to 45 specialists and industry
veterans.
