The Parliament of Kazakhstan has adopted a package of laws regulating the field of artificial intelligence. The Mazhilis, the lower house, agreed to the amendments proposed by the Senate to the relevant law, as well as to accompanying regulatory acts. In total, 130 amendments across three documents were reviewed. The key change introduced by the upper house concerns the introduction of mandatory liability insurance for damages caused by the use of AI systems. The previous version of the law only provided for voluntary insurance. Overall, the revised legislation includes six clarifying amendments to the main law, three to the digitalization act, and seven to the Code of Administrative Offenses. Lawmakers stated that the adoption of the law will establish a legal framework for the safe and ethical implementation of AI technologies and help drive the development of Kazakhstan’s digital economy and innovation.
«The Senate of the
Parliament introduced 16 amendments to three laws. None of them alter or affect
the substance of the laws adopted by the Mazhilis. All are purely editorial and
clarifying in nature and therefore have no impact on law enforcement practices.
Accordingly, the Committee deems it appropriate to agree with the amendments
and additions proposed by the Senate,» said
Mazhilis member Yekaterina Smyshlyayeva.
