Kazakh Mazhilis approves AI bill in first reading

Kazakhstan is legislatively establishing key norms for the development of artificial intelligence (AI). Members of the Mazhilis, the Lower House of the Kazakh Parliament, have approved a bill regulating the use of neural networks in its first reading. The primary objective of this document, as emphasized by the Mazhilis members, is to ensure the safety of citizens while creating clear and transparent rules for developers and investors in the field. The bill also defines the state's role in introducing AI technologies across various sectors of the economy. It addresses public relations by establishing ethical principles for the use of neural networks and protecting the copyrights of Kazakh citizens who apply these technologies in their developments. Moreover, the law includes measures to support the sector, such as funding for research, the development of educational programs, and the promotion of international cooperation.

«The Head of State places high priority on the development of artificial intelligence. At the recent meeting of the National Kurultai, he once again emphasized the importance of advancing this field for our country. Despite the rapid growth in the application of AI products, only a few countries currently have a legal framework for its full-scale development. In this context, and taking into account the best international practices, our lawmakers have drafted this bill,» Mazhilis Chairman Yerlan Koshanov said.  

«An important part of the bill is the National Artificial Intelligence Platform – a unified infrastructure for the development and use of AI products. In addition to the toolset, the platform will establish and provide developers with access to data libraries for training AI models,» Mazhilis member Yekaterina Smyshlyayeva said.
