Kazakhstan has become the first country in Central
Asia to adopt a law on artificial intelligence. The document, signed by President
Kassym-Jomart Tokayev, establishes a new legal framework for the use of neural network
technologies. It introduces unified rules for the development and application
of AI across the country. The law clearly defines the rights and
responsibilities of developers, owners, and users of AI systems. It also
requires mandatory labeling of texts, images, audio, or video materials
generated by neural networks. Special attention is given to protecting
citizens’ rights and copyright. Works created with the help of AI will be
protected only if there is a human creative contribution. The law also provides
for the creation of a national AI platform, which will serve as key
infrastructure for developing and training AI models. Overall, the document aims
to ensure the safe introduction of AI technologies and stimulate their development
in the economy and social sphere.
«First
and foremost, system owners and developers are required to inform users
whenever a product or service is created with the help of artificial
intelligence. This labeling will be provided in a special machine-readable
format so that citizens and users are clearly notified that the product was
generated using AI,» said Serik Bimendeyev, acting head of the
department of the Artificial Intelligence and Data Management Committee.
