A discussion on the draft new Constitution was held in Astana for representatives of the diplomatic corps and international organizations. It was noted that the Basic Law enshrines citizens’ rights in the digital environment and strengthens guarantees for the protection of property and the inviolability of the home. Constitutional responsibility of the state has been introduced for harm caused by unlawful actions of state bodies and officials. The diplomatic corps noted the openness and transparency of the constitutional reform. Sessions, held in the format of live online broadcasts, collectively attracted around 1 million views, demonstrating active citizen participation. Provisions of the draft Constitution concerning the legal aspects of the foreign policy were also explained. It was noted that international treaties remain part of the country’s legal system and are subject to mandatory implementation.
«The draft
of the proposed Constitution does not provide for retroactive application of
its provisions and does not call into question the international treaties,
including conventions, to which Kazakhstan has acceded. Secondly, in the section on justice, courts, as explicitly stated in their duties, must be guided not only by the Constitution, laws, and
other regulatory legal acts, but also by the provisions of international
treaties when considering cases,»

«A cornerstone of the draft Basic Law is the principles of pursuing a foreign policy of peace and cooperation of the Republic of Kazakhstan. The constitutional innovations comprehensively reflect our state’s commitment to the fundamental principles of international law, as well as national priorities under current conditions of transitioning to a new stage of the country’s development. In particular, Article 10 of the draft new Constitution provides for principles of cooperation, non-interference in the internal affairs of other states, and the peaceful resolution of international disputes,» said Kazakh Deputy Foreign Minister Arman Issetov.
