Adoption of new Constitution to give impetus to Kazakhstan’s development

The draft of Kazakhstan’s new Constitution is a fundamentally updated and professionally prepared document, President Kassym-Jomart Tokayev said at an extended government meeting. The draft reflects core values aimed at uniting the nation and promoting Kazakhstan’s dynamic progress. It enshrines key principles such as a Just Kazakhstan, Law and Order, and the absolute priority of protecting citizens’ rights and freedoms. Tokayev noted that work on the draft has been underway for more than six months. To systematize proposals, a 130-member Constitutional Commission was established. Its composition is unprecedented in both scope and professionalism, and its work has been conducted with maximum transparency.

«A panoramic view of the political reforms in recent years shows that Kazakhstan is parting from a super-presidential form of government and moving to a presidential republic with an authoritative, influential Parliament. The proposed changes naturally continue this process and, together with recent political transformations, including the 2022 constitutional reform, raise the question of a full reset of the state’s constitutional foundations. In essence, this is about creating a new system of governance. The proposed innovations will allow for a redistribution of powers, strengthen checks and balances, and, most importantly, enhance the effectiveness and sustainability of all political institutionsTokayev said.

The draft of the new Constitution clearly embodies the principle that «the state exists for the people, not the people for the state». Education, science, innovation, and culture have been elevated to the status of unconditional priorities. Principles such as independence, sovereignty, and the country’s territorial integrity remain inviolable. The President emphasized that the state’s unitary nature and form of government will remain unchanged. Overall, the draft incorporates important progressive provisions. The adoption of the new Constitution, Tokayev noted, will provide a strong impetus for Kazakhstan’s development. The final decision on this matter will be made through a nationwide referendum.
