Today, the draft of
the new Water Code was reviewed in the Senate, the Upper House of the Kazakh
Parliament. Senate members introduced amendments and returned the document to
the Mazhilis, the Lower House of the Kazakh Parliament, for further revision. In
particular, provisions on water usage fees were clarified to prevent unintended
taxation not stipulated by the Code. Additionally, changes were made to the
state control regulations on water usage. There are also plans to revise the
grounds for revoking resource use permits. The conclusion of the Senate’s
relevant committee emphasized the need to align the document with the norms of
the Entrepreneurial Code.
«In the new Water
Code, our basin inspections will be granted supervisory and control functions. Once the Water Code comes into effect, they will be able to conduct
inspections of business entities, agricultural enterprises, and industrial
facilities without prior notice during registration. These inspections will
monitor their water usage in accordance with the agreements and contracts they
have signed. Therefore, we have introduced amendments to the Entrepreneurial
Code specifically regarding these provisions,» noted Kazakh Minister of Water
Resources and Irrigation Nurzhan Nurzhigitov.
CIS countries to
cooperate in combating corruption
The Senate also
ratified an agreement on cooperation among CIS member states in combating
corruption. The law provides for joint efforts to counter such crimes, the search
and return of illegal income, as well as the creation of specialized information
systems for data exchange.
