Kazakhstan will formalize the legal status of scientists. The Mazhilis approved the corresponding bill in its first reading. The document aims to improve scientific and technical activities and provides for access to shared laboratories. A mechanism for the collective use of scientific equipment acquired through government procurement will also be developed for all researchers. These changes will allow talented schoolchildren participating in subject-specific Olympiads and scientific projects to use state university laboratories free of charge. Furthermore, the funding process for scientific activities has been streamlined.
«According to the proposed provisions, the start
date of a scientific project will be determined by the actual date of contract
commencement rather than January. The bill also addresses several issues that
have hindered the work of the National Academy of Sciences. Its status as a
quasi-public entity will be enshrined in law, clearly defining asset formation
procedures, systematizing governance mechanisms, and ensuring sustainable
funding sources,» said Askhat Aimagambetov, member of Mazhilis, the lower house of the Kazakh Parliament.
