Kazakhstan plans to build a $1.3 billion fertilizer
production plant. Prime Minister Olzhas Bektenov has instructed the relevant
state bodies to conclude an investment agreement with the Turkish company ESTA Construction
within two weeks. Bektenov discussed the construction of the new urea and
ammonia production facility with ESTA Construction CEO Mustafa Toprak. The
large-scale gas chemical plant is expected to be built in the Mangystau region
near the Kuryk seaport. The location was chosen for its logistical advantages,
ensuring optimal export conditions via the Caspian Sea. The plant is set to
produce up to 700,000 tonnes of urea and 42,000 tonnes of ammonia annually,
supplying the country’s agricultural sector with high-value-added products.
Additionally, the meeting covered government support measures for agricultural
producers. Kazakhstan currently has a subsidy program covering up to 60 percent
of fertilizer costs. In March 2024, an advance payment mechanism was
introduced, ensuring that funds are transferred to producers in advance to
lower prices. Last year, around 46.5 billion tenge was allocated for these
purposes, with 35 billion tenge earmarked for this year.
