E-commerce is actively developing in
Kazakhstan, significantly contributing to the country’s economic growth. Since
2020, its volume has increased fivefold, reaching 3.2 trillion tenge by the end
of 2024. E-commerce now accounts for 14.5 percent of the total retail trade in
the country, with plans to bring this figure to 18.5 percent by 2029, as
announced by the Kazakh Minister of Trade and Integration Arman Shakkaliyev during
a government meeting. He also noted that a special strategic document aimed at
developing the sector was adopted last year and is set to be implemented by
2027.
«As part of the approved plan, efforts are
underway to improve legislation on electronic commerce, launch e-commerce training
courses in all regions of the country, and implement financial measures of
state support for entrepreneurs in e-commerce. In cooperation with the Atameken
National Chamber of Entrepreneurs, e-commerce training centers for
entrepreneurs have been established across the country,» noted Kazakh Minister of
Trade and Integration Arman Shakkaliyev.
The relevant ministry is working on developing
international documents in the e-commerce sector within the World Trade
Organization (WTO), the Eurasian Economic Union (EAEU), the Shanghai
Cooperation Organization (SCO), and Central Asia. Following the minister’s
report, Kazakh Prime Minister Olzhas Bektenov gave a number of specific
instructions. He set the task of developing measures to digitalize all trade
activities in Kazakhstan, including markets and convenience stores, as well as enhancing
consumer rights protection. According to Bektenov, special attention must be
given to prioritizing product quality, protecting intellectual property and
personal data of Kazakh citizens.
«Trade development depends on transport,
logistics, and warehouse infrastructure. By the end of March, the ministry, in
collaboration with relevant government agencies and the business community, needs
to establish efficient supply chains for goods both domestically and
internationally. Furthermore, in cooperation with relevant government agencies
and the Digital Kazakhstan Association, additional government support measures
for the development of e-commerce should be worked out,» said Prime Minister Olzhas
Bektenov.
