Kazakh President unveils series of initiatives at 12th OTS Summit

Digitalization, energy, industrial cooperation, transport and logistics, as well as cultural and humanitarian ties — these were the key areas President Kassym-Jomart Tokayev highlighted for strengthening cooperation among the member states of the Organization of Turkic States (OTS) at the 12th OTS Summit, held in Gabala, Azerbaijan. The main goal is to act together and further develop the potential of the OTS, which is steadily enhancing its international standing. In this regard, Kazakhstan supports the establishment of an OTS+ format. In addition, the Head of State highlighted the importance of major joint initiatives, such as the Turkic Investment Fund, and proposed compiling a list of specific projects for potential financing.

«Industrial cooperation plays a significant role in diversifying our economies. In this regard, we think that the Turkic Chamber of Commerce and Industry holds great potential. Next year, Kazakhstan will assume the chairmanship of this Chamber. In this capacity, we will propose the adoption of an Industrial Cooperation Program focused on concrete, priority projects,» Tokayev said.

The Trans-Caspian International Transport Route presents significant opportunities for the Turkic states. Over the past five years, cargo volumes along the corridor have increased sixfold. The Head of State invited Turkic countries to participate in the modernization of air hubs, railway stations, and seaports along the route. He also highlighted the potential for digitalization, including the establishment of a Digital Monitoring Centre. Artificial intelligence was identified as another area where efforts can and should be united.

«Recently, the Alem.ai Artificial Intelligence Center was inaugurated in Astana. Building on this foundation, we propose establishing a Digital Innovation Center of the Organization of Turkic States. The center will support startups, foster joint projects, facilitate the exchange of AI expertise, and attract venture capital. The potential of digitalization and artificial intelligence should be used effectively. I also propose dedicating next year’s informal summit of the Organization, to be held in Kazakhstan, to the theme “Artificial Intelligence and Digital Development,» Tokayev added.

Energy remains the backbone of the economy and a cornerstone of partnership among the Turkic states. The President emphasized that cooperation should focus particularly on renewable energy and proposed establishing a Council for Energy Efficiency Excellence within the OTS. Environmental challenges and water scarcity were also key topics at the summit. Tokayev called on Turkic countries to unite forces and develop joint projects to improve conditions in the Caspian Sea. He also proposed adopting a Joint Program for digital monitoring of irrigation systems and efficient use of water reservoirs. The summit concluded with the signing of the Gabala Declaration.
