The year 2023 was marked by
significant events in Kazakhstan’s political life as well as by the
implementation of important reforms, aimed at creating a democratic and civil
society, maintaining economic growth and addressing social issues. According to
Arman Toktushakov, an expert from the Institute of World
Economics and Politics, a new model of state-political structure has been
formed. Another significant reform has been the commencement of the Constitutional
Court’s work this year, one of the most important political institutions in the
protection of human rights.
“The Constitutional Court is an
important body in the judicial system. In addition to the Supreme Court, we now
have a fully operational institution which is the Constitutional Court. We can
say that since the start of this year, the composition of the Constitutional
Court has already been fully formed, and a chairman and judges have been
appointed. It is noteworthy that the half of the composition is elected by the
country’s parliament and the other half is appointed by the Head of State,” said
Toktushakov.
As noted by the expert, the initiatives of Kazakh
President Kassym-Jomart Tokayev will continue to be implemented in stages and integrated
into the life of the country, which is typical for such large-scale reforms.
“In fact, many of the processes that were in
2023 are a logical continuation of the changes that were laid down in 2022. It
is worth reminding that a referendum on the constitutional amendments was held
in June, where legislative amendments of many processes were laid down. articular,
the establishment of the Constitutional Court, along with many other areas,
including economy and social issues,” added Toktushakov.
