Kazakh President Kassym-Jomart Tokayev received Chairman of
the Agency for Civil Service Affairs Darkhan Zhazykbay, who reported on the
agency’s performance last year and its plans for this year. According to
Zhazykbay, personnel process digitization is in full swing, with the eQyzmet
system being scaled up. It compiles a candidate database based on qualification
requirements. A new «Personnel Selection» function has also been introduced,
enabling the ranking of candidates for leadership positions based on electronic
personal records. Currently, 19 organizations are connected to the unified
database, with around 2,500 more set to join this year.
«A new draft law is currently being developed to implement
the Civil Service Development Concept. As part of the concept, there are plans
to expand the unified personnel system, establish an early career orientation
institute, and utilize artificial intelligence in human resource management.
Plans also include introducing a horizontal career growth mechanism for civil
servants,» Zhazykbay said.
