AI development is a strategic area for Kazakhstan, President Kassym-Jomart Tokayev stated at the second meeting of the Artificial Intelligence Development Council in Almaty. To keep pace with the times, the country should transform into a digital state. The Head of State also emphasized the need to introduce an assessment of the digital economy’s contribution to GDP, along with a system for tracking the state of sectors across all government bodies. The Government has been tasked with implementing these measures.
«Without unified government data, AI will remain ineffective. In this regard, we must transform government services into an invisible yet ultra-efficient operating system that eliminates excessive bureaucratic requirements. In this traditional system, the process from requests to decision takes days and even weeks. Ideally, this cycle should be reduced to a few seconds, driving a massive increase in capital turnover nationwide,» President Tokayev noted.
Today, the digitalization of the economy is essential, and this is widely acknowledged. Thus, the UAE is planning a full transition to cashless economy, while China already processes transactions worth trillions of dollars through digital platforms. Kazakhstan has also achieved significant results, with cashless payments accounting for over 80% and the digital tenge in active use. President Tokayev has now instructed the Government and the National Bank to align their strategies for developing digital assets to transform Kazakhstan into a crypto hub. He also called relevant infrastructure the foundation of technological sovereignty.
«Reliable digital infrastructure must become a strategic asset of our country. The government needs to comprehensively work out major details of the data center valley project in accordance with international standards and the requirements of global players. And more significantly, this hugely important plan must be carried out in compliance with real needs of our country while absorbing modern advanced tendencies,» President Tokayev added.
The Head of State has instructed the Government to fully integrate the Kazakh language into modern digital systems and, in the shortest possible time, transform all archives and current data into datasets for AI training. The Agency for Strategic Planning and Reforms has been tasked with approving a national data quality standard. Special attention is also being given to scientific research, with Kassym-Jomart Tokayev instructing the introduction of mechanisms for its rapid commercialization. This will go hand in hand with building a venture ecosystem, supported by tax incentives to encourage investment in promising projects. The President also proposed dedicating the next Council meeting to the implementation of AI in industry.
