Transforming
Kazakhstan into a digital state focused on the active use of artificial
intelligence is the primary goal of the Alem.ai center, which President Kassym-Jomart
Tokayev recently visited. The center will house Tomorrow School and Tumo
Education, where over a thousand young Kazakh students will be trained in
programming, robotics, and the application of modern technologies. The center
will also support IT startups and research initiatives. During the visit, the
Head of State was introduced to the latest innovations from domestic companies,
including new digital solutions in healthcare, a «digital twin» of mineral
deposits, drone management technologies, and the first Kazakh language model,
KazLLM. President Tokayev was also briefed on the achievements in localizing
foreign IT businesses, with ongoing negotiations involving other major global
IT corporations.

The Head of State
shared his vision for AI development, highlighting Kazakhstan’s immense
potential in the IT sector and instructing to build a knowledge- and
innovation-based economy in the country.
«To be a
technologically and economically advanced country, it is important to pay
special attention to the development of human capital, digitalization, and
artificial intelligence. These factors are indispensable, as humanity now lives
in a digital world. According to experts, the effectiveness of artificial
intelligence technologies will continue to grow each year. Therefore, we have
ambitious tasks of transforming Kazakhstan into the largest digital hub in
Eurasia. Adopting a fresh perspective on digital development is essential,» Tokayev
noted.
The Head of State
proposed making the National Artificial Intelligence Center international,
thereby transforming it into a key institute for AI development in the region.
According to President Tokayev, it will unite the brightest minds in the
country and attract talented developers from around the world. He also
emphasized the importance of continuing the formation of an institutional
environment. Notably, the government has adopted a Concept for AI Development
for 2024-2029. The Head of State also instructed the creation of an AI
development council, involving leading international experts. This will ensure
the synchronization of the domestic institutional environment with global best
practices.
President Tokayev also
addressed issues related to the development of industry infrastructure, noting
that AI technologies require modern computing facilities. He instructed the
government to create the necessary conditions for attracting major
international companies to build data centers. Another priority task is the
quality digitization and organization of data.
«An example of a
comprehensive approach in this field is the national language model, KazLLM. We
have trained artificial intelligence to think, analyze, and communicate in
Kazakh. This significant achievement opens up new opportunities for the
development of the Kazakh language in the digital realm. It is important to
continue the extensive work already underway. The next step is to create a
Multimodal Language Model of the Kazakh language capable of utilizing various
data types simultaneously. I instruct the government to work out the issue of
funding projects in this area,» Tokayev added.
President Tokayev also
highlighted the importance of enhancing citizens’ competencies in artificial
intelligence. Plans include training one million people in AI skills within
five years. Additionally, the Head of State instructed the government to convey
the benefits of artificial intelligence to every Kazakh citizen and to take
measures for its widespread implementation. He emphasized that Kazakhstan has
all the capabilities to take leading positions in the field of innovation and
advanced technologies.
