The Parliament has adopted in the second reading the law «On the President of the Republic of Kazakhstan», drafted in accordance with the new Constitution. The document enshrines the status of the Head of State as the highest official ensuring the coordinated functioning of all branches of government. The institution of Vice President is also being introduced. At the instruction of the Head of State, the Vice President will be able to represent the President in interactions with the Kurultai, the Government, and other state bodies.
«The draft law consists of eight sections and 43 articles. It preserves continuity with the fundamental principles of legal regulation enshrined in the current Constitutional Law. At the same time, the bill has been adapted to the provisions of the 2026 Constitution. It also includes provisions related to the establishment of new institutions of state power. In addition, previously existing provisions have been substantially revised and editorially refined,» said Unzila Shapak, a member of the Mazhilis, the lower house of the Kazakh Parliament.
Members of Parliament also adopted the Constitutional Law «On the Kurultai
and the status of its deputies» in the second reading. The new unicameral Parliament will
consist of 145 deputies elected for five-year terms. The document defines the
powers of the Kurultai, including lawmaking, participation in the formation of
state bodies, and the implementation of parliamentary oversight mechanisms. In
addition, constitutional laws on the Kazakhstan Khalyk Kenesi (People’s
Council), the status of the capital, administrative-territorial structure, and
amendments to the Constitutional Law on Elections were adopted today in the
second reading.
