Kazakh citizens will now be able to work officially in Qatar. The Senate, the Upper House of the Kazakh Parliament, has ratified an intergovernmental agreement establishing a legal framework for their employment. The document guarantees legal and social protection for Kazakh workers. To obtain employment, a Qatari employer must submit an application specifying qualification requirements, working conditions, and the duration of the contract. Based on this information, the Kazakh side compiles a list of candidates and notifies them through the electronic labor exchange. Once selected, an employment contract is signed between the parties, and the Qatari employer is not permitted to alter its terms. The agreement is aimed at ensuring transparent and safe conditions for labor migration between Kazakhstan and Qatar. According to the Ministry of Labor and Social Protection of the Population, more than 800 Kazakh citizens are currently working in Qatar, mainly in the oil and gas sector.
«In particular, the host party will cover travel and accommodation expenses for Kazakh citizens working in Qatar. The employer is also obliged to provide paid leave and medical services. Overall, the law is expected to make an important contribution to protecting the rights of our citizens employed in Qatar,» said Senate Chairman Maulen Ashimbayev.
Minimum wage in Kazakhstan to be calculated under new system
Meanwhile, the Senate has
also approved the ratification of the Minimum Wage Convention, which takes into
account the specific conditions of developing countries. Under this convention,
the government will be required to consider the actual needs of workers when
determining the minimum wage, including the cost of living and the prices of
goods and services. In addition, the process of setting the minimum wage will
now involve not only the government but also representatives of workers and employers.
