Kassym-Jomart Tokayev calls for strengthening preventive diplomacy

International security, UN reform, the role of middle powers in the contemporary world, and the need for preventive diplomacy were among the topics addressed by President Kassym-Jomart Tokayev at a panel session of the Antalya Diplomacy Forum. The platform brought together heads of state, diplomats, experts, and representatives of international media. In his speech, the Head of State noted Türkiye’s role in the region, emphasizing that under the leadership of President Recep Tayyip Erdoğan, the country has strengthened its position as an influential actor in international relations.


«I think Kazakhstan and Türkiye could play a very positive, I would say huge role in tackling most acute issues that, unfortunately, do emerge from time to time in our part of the world. Taking this opportunity, I would like to express my willingness and happiness to receive, to host the state visit of His Excellency President Erdoğan, who is supposed to come to Kazakhstan next month,» Kassym-Jomart Tokayev noted.

President Tokayev shared his vision of the key challenges currently shaping the international agenda and emphasized that regional conflicts are becoming global. He also noted that the United Nations needs fundamental reform, as many of its provisions are no longer correspond to present-day realities. The Head of State pointed to the need to reconsider approaches to the work of the UN Security Council. He stressed the important role of preventive diplomacy in conflict prevention. In his view, strengthening the role of middle powers is important for ensuring global peace, including countries such as Kazakhstan, Türkiye, and others.


«It wouldn’t be presumptuous to say that the middle powers at the moment nowadays are much more responsible than big powers, major powers that are sitting in the Security Council and blocking resolution of all crucial problems that unfortunately do exist on the global agenda,» Kassym-Jomart Tokayev said.

In addition, President Tokayev emphasized the responsibility borne by global leaders. It is they who must exercise restraint. He also shared his assessment of the situation in the Middle East. In his view, the focus should now be placed on the key issues of the negotiation process.


«As to Kazakhstan, we have expressed our solidarity with the Persian Gulf states, first of all. And then we called all states to exercise strategic restraint and to stop military actions in that part of the world. The nutshell of the problem is the spreading out of nuclear technologies and nuclear arms. And this problem must be in the very center of our negotiations as far as we are talking about Iran’s conflict,» Kassym-Jomart Tokayev added.

President Tokayev emphasized that he believes in a bright future for the world and in multilateral diplomacy. He concluded that efforts to support effective dialogue today must be carried out jointly. The Head of State’s call was supported by President of North Macedonia Gordana Siljanovska-Davkova who also expressed confidence in the need to place special emphasis on preventive diplomacy in the work of the United Nations. Mevlüt Çavuşoğlu, Member of the Parliament of the Republic of Türkiye and moderator of the panel session, separately highlighted President Tokayev’s extensive experience and his deep understanding of the international system.
