The principle of the Listening State will receive a concrete mechanism – the Khalyk Kenesi. The new constitutional advisory body is intended to connect society and the government. It will collect citizens’ requests from the regions and raise them at the decision-making level. The Khalyk Kenesi will include representatives of public councils, the Assembly of the People of Kazakhstan, and the non-governmental sector. The body will be able to raise important public issues, discuss draft laws, and propose initiatives. This will allow the state to respond promptly to citizens’ concerns and make more precise decisions.
«The President’s Listening State concept is being
implemented through the Khalyk Kenesi. The President has consistently taken
part in meetings of the National Kurultai, which has led to the adoption of 27
laws over the past five years. The Khalyk Kenesi follows a broadly similar
model and has constitutional status,» noted Serik Akylbay, Chairman of the Republican Collegium of
Legal Consultants.
