The individual and their rights and freedoms lie at the heart of Kazakhstan's new Constitution. Experts say these guarantees are a guiding principle throughout the document. A roundtable discussion on constitutional reforms was held at the Presidential Center in Astana. Participants emphasized that effectively implementing the Constitution’s provisions requires fostering public dialogue and strengthening accountability of new state institutions to citizens.
«It is not citizens who exist for the state, but the
state that exists for its citizens. In other words, all public and political
institutions must serve the interests of our citizens and protect their rights.
Changes are already visible across the country’s political and public
institutions. Above all, this involves the formation of new representative
institutions, including the creation of the Kurultai, a new parliamentary model,»
said Natalya Dementyeva, Member of the Mazhilis of
the Parliament of Kazakhstan, 8th Convocation.
