By 2028, Kazakhstan plans to launch waste-to-energy plants in Astana, Almaty, and Shymkent. Total investment is estimated at around 300 billion tenge. The projects will help increase electricity generation through the use of modern technologies. The announcement was made by representatives of the Kazakh Ministry of Ecology and Natural Resources at the 10th Eurasian Business Forum «Green Energy & Waste Recycling 2026» in Astana, which brought together representatives of government agencies, international organizations, businesses, and the expert community from Central Asia and the CIS. To support the sector’s development, Kazakhstan has already approved 68 projects worth nearly 374 billion tenge. The projects include the construction and modernization of waste sorting and recycling facilities, as well as the renewal of specialized equipment. The ministry also identifies the digitalization of the country’s entire waste management system as one of its key priorities.

Head of State has set the goal of making Kazakhstan a fully digital country
within the next three years. As part of this effort, we have established a
national waste management operator under Zhasyl Damu, which will oversee the
digitalization of the entire waste management system. We are already working in
this area. Our goal is to monitor the entire waste management process in real
time—from waste
generation to final disposal—as well as the capacity of the country's waste management
infrastructure. These data will enable us to make management decisions,» said
