Housing construction in Kazakhstan hits record
high. This year, the country plans to commission 18 million square meters of
housing, equivalent to over 170,000 residential units. This marks an increase
of nearly 50 percent compared to 2018. The country aims to significantly boost
construction volumes to 111 million square meters by 2029. The development of
the sector was discussed in the Government. According to the relevant ministry,
the institute of urban planning expertise has been introduced, and a unified
digital ecosystem for the industry is under development. Legislation in the
field of housing policy is also being improved. 50,000 Kazakh citizens will be
granted the right to privatize rental housing without a purchase option. The National
Institute of Development will play a direct role in this process. Additionally,
a draft construction code has been developed and is currently under
consideration in the Mazhilis, the Lower House of the Kazakh Parliament.
«The measures outlined
in the project are expected to eliminate unscrupulous developers from the
market, enhance the competence and professional responsibility of all
construction industry participants, and improve the quality of design and
construction. The introduction of expert certification,
along with the establishment of liability insurance, is planned. To ensure safe
construction in seismically active areas, seismic isolation systems will be
used in design and construction processes,» noted Kanat Sharlapaev, Kazakh
Minister of Industry and Construction.
Kazakhstan prepares five
cross-border hubs for launch
Work is also underway
in Kazakhstan to create cross-border hubs. The government is preparing to
launch five major projects. These include the Khorgos and Caspian hubs which
will expand trade with China and countries along the Trans-Caspian route, the
Eurasia Cross-Border Trade Centre on the border with Russia, the Central Asia
International Center of Industrial Cooperation bordering Uzbekistan, and the Industrial
Trade and Logistics Complex on the border with the Kyrgyz Republic. Additionally,
plans are being developed to create container hubs at the ports of Aktau and
Kuryk, as well as multimodal air hubs at the airports in Astana, Almaty,
Shymkent, and Aktobe.
«The implementation of
the «Central Asia» hub project on the border with Uzbekistan will increase the throughput
capacity of the railway infrastructure by 20 million tonnes per year. The
creation of a container hub at the Aktau port will ensure an increase in cargo
transshipment from 92,000 to 300,000 containers per year. Overall, the hub
system is expected to form a single trade and transport space with our trading
partners. This will significantly boost trade turnover between countries and
strengthen strategic relations with neighboring states,» said Kazakh Prime
Minister Olzhas Bektenov.
