Kazakhstan is undertaking a large-scale digital
transformation of its legal system, introducing IT solutions that streamline
the delivery of legal services while enhancing transparency and accessibility.
To date, over 350,000 notarial services have been provided online. Particular
attention is being paid to automating enforcement proceedings. Since August of
last year, the Digital Bailiff project has been in operation - an automated
system that independently performs procedural actions for debt collection. The
use of this digital tool has saved Kazakh citizens over 1 billion tenge by
eliminating commission fees charged by private bailiffs. Additionally, the
Ministry of Justice has developed the E-Saraptama system to digitize forensic
expert activities. This platform enables a fully electronic process for
assigning and conducting expert examinations.
«Last year, even the International Union of Notaries came to
observe our e-Notary project. We’ve reached a level where representatives from
Europe and notarial chambers are visiting us to see how we’ve implemented this
system, along with other aspects of our digital transformation. In terms of
e-government, we rank 8th in public services and are confidently within the top
10 in the justice sector. Digitalization is essential - our primary goal is to
make everything as convenient as possible,» said Bekbolat Moldabekov, Kazakh
Vice Minister of Justice.
