Constitution - foundation of Kazakhstan’s independence and development

Kazakhstan has marked the 30th anniversary of its Constitution. A large-scale scientific and practical conference was held in Astana, bringing together lawyers, politicians, and public figures. President Kassym-Jomart Tokayev addressed the nation, emphasizing the role of the Basic Law in strengthening Independence and affirming the principles of justice, transparency, accountability, and responsibility. Over the past 30 years, the Constitution has been amended six times, but the key reform took place in 2022. Kazakhstan moved away from a super-presidential model of governance, and for the first time, citizens began to independently make crucial decisions about the country’s future through referendums. The President’s close relatives are prohibited from holding leadership positions in the civil service. Citizens have begun electing rural mayors, and starting this year, the heads of districts and cities as well. The Constitutional Court has been established. Newly adopted laws that strengthen the protection of human rights, increase oversight of law enforcement agencies, and humanize criminal proceedings enhanced public trust in the judicial system.

«Our Basic Law proclaims that the land and all natural resources belong to the people. On my instruction, the National Fund for Children program was developed, under which half of the Fund’s annual investment income is transferred to special savings accounts for children. Since last year, more than $1.5 billion has been allocated from the National Fund. This is an extremely important project that will give the younger generation confidence in their future Tokayev noted.
