The tax and customs
administration processes must be fully digitized. The work on integrating these
information systems of the Ministry of Finance should be completed by year-end,
as instructed by Kazakh Prime Minister Olzhas Bektenov. He emphasized that
maximum digitization of all processes will enhance administrative efficiency.
Finance Minister Madi Takiyev briefed the government on progress made in this
direction and outlined forthcoming plans for further improvement. He
highlighted a significant increase in the state budget over the past five
years, attributing it to implemented measures totaling four trillion tenge,
with 23 percent or 932 billion tenge added in 2023. The minister also indicated
that this year’s revenue plan anticipates over 1.5 trillion tenge, reflecting a
173 percent increase from the previous year. Moreover, efforts are actively
underway to enhance the tax potential of large taxpayers, as well as enterprises
in the oil sector and the mining and metallurgical complex. Takiyev provided
further elaboration on the innovations introduced in the new tax code.
“It is better to prevent
violations than to address them after they have occurred. To this end, the
E-invoicing information system now incorporates a biometric face identification
function during registration and electronic invoice issuance. VAT refund
procedures have been reviewed. Consequently, with changes in tax analysis
approaches and violation management, we anticipate an increase in the share of
confirmed VAT refunds. Furthermore, an analytical system is being developed to
ensure prompt VAT refunds, providing significant support for domestic producers,”
Takiyev said.
