OTS Informal Summit held in Turkistan

The Informal Summit of the Council of Heads of State of the Organization of Turkic States (OTS) was held in Turkistan. The spiritual capital of the Turkic world brought together the leaders of Kazakhstan, Türkiye, Uzbekistan, the Kyrgyz Republic, and Azerbaijan. The parties discussed AI and digitalization, agreeing to consolidate efforts to advance technological modernization. Among the initiatives proposed by President Kassym-Jomart Tokayev was the recognition of electronic documents and digital signatures among the member states of the Organization. The space sector was also highlighted. According to the Head of State, it is one of the key factors contributing to the competitiveness of the Turkic states.

«Our countries possess the necessary scientific, technological, and financial potential for the systematic development of this field. It is especially important to expand our cooperation through the implementation of joint projects in satellite communications, navigation, and monitoring. This will create opportunities to strengthen our technological independence and enhance our innovative potential. One notable example is the launch of the CubeSat-12U scientific satellite President Tokayev noted.

To keep pace with the times, qualified specialists are also needed, as well as training centers and research institutes. The President proposed jointly training young people and exchanging experience in implementing advanced technologies. The creation of a network of AI centers of the Turkic states will help achieve this goal.

«A new-format technological educational institution, an Artificial Intelligence University, is planned to be established in Kazakhstan. We are ready to allocate special grants for citizens of the Turkic states to study at this higher educational institution. We also consider it appropriate to organize an annual scientific and technological Olympiad for the youth of Turkic countries in the fields of programming, AI, and advanced digital technologies. Financial support for the implementation of these initiatives could be provided by the Turkic Investment Fund President Tokayev added.

The development of AI in the member states could be further advanced through a joint center of IT hubs of the member countries of the Turkic CouncilTurkic AI. President Tokayev proposed establishing it within the Alem.ai in Astana. He also placed strong emphasis on humanitarian cooperation among the countries and called for support for the proposal to develop a Convention on the Preservation of Turkic Civilization Heritage. The promotion of the culture and history of Turkic peoples should also be supported by the creation of a digital platform based on artificial intelligence that would integrate such materials, according to the Head of State. In addition, a Center of Turkic Civilization will be established in Turkistan, where researchers from all OTS member countries will be able to conduct research and training. Their work, in turn, will be supported by a common terminology base for Turkic languages. To this end, President Tokayev proposed establishing an Intergovernmental Terminology Commission. The summit concluded with the signing of the Turkistan Declaration.
