Kazakhstan intends to propel its
sugar market with the unveiling of an updated comprehensive plan by the
Agriculture Ministry aimed at the industry development until 2028. The country
plans to elevate the domestic production of sugar from local raw materials to
80% within this timeframe. Key measures outlined in the plan include attracting
investments for the technological modernization of production facilities and
leveraging the potential of irrigated lands by enhancing local infrastructure.
The government will continue to support domestic farmers, providing
preferential loans for spring field work and subsidies for the purchase of
seeds, fertilizers, plant protection products and irrigation water supply
services. The ministry noted that the implementation of the plan will be
financed both from the state budget and other sources. To incentivize private
investment in establishing new sugar factories and upgrading existing ones, the
plan proposes partial reimbursement of farmers’ expenditures. The ministry said
the previous comprehensive plan for sugar industry development until 2026, or
rather the measures prescribed in it, contributed to a doubling of sugar
production in Kazakhstan last year.
