Smailov gave instructions to the Cabinet of Ministers, according to which each
region of the country should develop roadmaps to prepare for the heating
season. Smailov said that the document should include such measures as the
development of heating networks, the construction of new and reconstruction of
existing thermal power plants. In case of accidents, the roadmap should contain
detailed instructions for actions of regional public utilities and the thermal
power plants themselves. The increase in the level of digitalization and
automation of heat supply systems is equally important, as noted by Smailov.
Thus, the roadmap should include data on the state of the heating network
infrastructure, the loss rate, as well as the quantity and quality of heat
energy consumed. The Prime Minister also instructed to complete all repair
works on time and ensure an advance delivery of coal in the required volumes.
“To prevent disturbance in the domestic coal market,
regional administrations should inspect the current state of the infrastructure
of coal procurement and sales points, its quality, delivery schedules, and
price reasonableness within two weeks in due course. The Kazakh Ministry of
Industry and Infrastructure Development together with Kazakhstan’s national
railway company should provide the necessary number of wagons for coal
delivery,” Smailov said.
