Kazakhstan is introducing a unified digital
model for migrants. According to Minister of Digital Development Zhaslan
Madiyev, the system currently requires the personal presence of immigrants at
every stage, from applying for a visa to obtaining an individual identification
number. Now, all procedures will be combined into one service. Automated checks
and interactions via a centralized online portal will reduce the number of procedures
by 60-70%, cut processing times, eliminate duplication, and enhance
transparency. This will optimize government resources and strengthen the
country’s image. Madiyev also presented QazETA, a mobile application for the
adaptation of foreign citizens. The app allows users to apply for migration
documents, explore local attractions, rent cars, as well as get access to B2B
and medical services.
«Starting this fall, the app will launch two
new digital services: Electronic Travel Authorization (ETA) – an entry permit
for citizens of visa-free countries – and E-residency, which enables users to
open a business under the jurisdiction of the Astana International Financial
Centre (AIFC) without personal presence in Kazakhstan, similar to Estonian
programs,» said Kazakh Minister of Digital Development, Innovations and
Aerospace Industry Zhaslan Madiyev.
