Kazakh State Counsellor Erlan Karin described the adoption of the
legislative package as a crucial step in implementing constitutional reform. On
his Telegram channel, Karin noted that the approval of six constitutional laws
at once – on the President;
on the Kurultai and the status of its deputies; on the Kazakhstan Khalyk Kenesi
(People’s Council); on the status of the capital; on the
administrative-territorial structure of the republic; and on bringing a number
of constitutional laws into compliance with the Constitution – confirms a
systematic and consistent transition of state policy from conceptual
initiatives to concrete legal mechanisms. According to Karin, the new
provisions establish the legal framework of the country’s updated
state-political model.
