Kazakh Parliament adopts amendments to Tax Code

In Kazakhstan, socially vulnerable segments of the population will be exempted from paying state fees when applying to the Constitutional Court. This novelty has become one of the new rules introduced into the draft law On the Tax Code, which were approved by the Parliament in two readings. The document provides for the tax burden reduction for SME representatives. For example, it is proposed to reduce VAT by 70 percent for fishing enterprises during product processing. It bears noting that the country’s fish farms are already using such a benefit. Apart from that, a VAT exemption for gold sales to jewelers and sugar imports was also proposed. A special set of amendments includes measures for the development of Kazakhstan’s transport system.

“In the field of railway transport, it is envisaged to settle the taxation issues in the provision of services by the main railway network to passenger carriers using a zero tariff. In the civil aviation field, rules are being introduced to exclude fees for issuing certificates, since the services are provided by a self-financed organization. It is also proposed to expand the application of the zero rate of Value-Added Tax on refueling of transit aircraft. Currently, the exemption is valid only for airports,” Kazakh Minister of National Economy Alibek Kuantyrov said.
