Kazakh Mazhilis adopts law on aquaculture

Kazakhstan plans to register fisheries in a special information system for monitoring fish and other aquatic animals. This measure aims to eliminate the possibility of the shadow turnover of fish products in the country. A new law will regulate aquaculture activities in Kazakhstan. The Mazhilis, the lower house of the Kazakh Parliament, has adopted the legislation, along with accompanying amendments to other bills, and sent it to the Senate for consideration. Under the new regulations, entrepreneurs participating in tenders for the allocation of water bodies or sites must make a mandatory guarantee deposit. Lawmakers believe this will ensure businesses fulfill their commitments. The amendments also establish a register of unscrupulous enterprises. Businesses listed in it will not be able to apply for water use permits for five years. Additionally, the amendments provide for the delineation of responsibilities between the Ministry of Ecology and Natural Resources and the Ministry of Agriculture. To support producers targeting foreign markets, amendments to the Law on Electric Power Industry introduce a special investment tariff. Overall, the document will regulate fisheries, support exporters, and protect aquatic bioresources.
