Kazakh Mazhilis adopts Digital Code

Kazakh citizens have the right to request that decisions made by artificial intelligence be reviewed by a human. The Mazhilis, the lower house of the Kazakh Parliament, has adopted the Digital Code, which aims to ensure the security of personal data and the accessibility of digital resources. For the first time, the legal framework now defines concepts such as smart contracts and digital data as objects of law. The Code also establishes a cross-sectoral platform for the digital economy and data trade, creating opportunities for the lawful exchange of information and AI training, while strengthening the protection of personal and sensitive data. Lawmakers emphasize that the document shapes the state’s digital architecture and covers all areas of public relations. It incorporates the provisions of the Law on Electronic Documents and Electronic Digital Signatures. Notably, the Digital Code was adopted in line with the President’s directive to transform Kazakhstan into a fully digital nation within three years.

«Today, Kazakhstan is supporting several international initiatives in digitalization. The Code’s provisions align with global standards for human rights protection and digital governance. More than 100 legal scholars, civil law experts, business representatives, and cybersecurity specialists contributed to drafting the Code.
