Kazakhstan’s endowment funds are expanding
international cooperation. In recent years, this additional source of funding
has become widespread in the country’s higher education institutions. This was
discussed at the IV International Endowment Forum held in Astana. At the
meeting, domestic specialists shared their experiences with foreign colleagues.
Kazakh experts and scholars from the U.S., Türkiye, and Russia discussed the
implementation of digital technologies and innovations in managing endowment
funds.
«We have a foundation of approximately five billion
dollars in our endowment. I work in one college at our university. We have 17
different units within the University of Minnesota. And, in my college alone,
we have 525 endowment funds. And I think the way that we can cooperate together
is just helping each other learn, and, I'm happy to share what I have learned
over the years, and I look forward to learning from you,» said Susan Holter, Chief
Development Officer at the University of Minnesota in the U.S.
The primary goal of endowment funds is to use the
income generated from targeted capital in the fields of education and science.
A significant portion of the collected funds is directed toward providing
scholarships and grants to students.
«We provide 850 grants for undergraduate admissions
each year. Currently, we have over 3,000 students enrolled. The annual cost of
this program exceeds two billion tenge. Almost all universities participate in
our program, totaling 93 universities across Kazakhstan, including regional
ones. In fact, we focus on regional universities,» said Shyngys Sharapiyev,
Director of the Corporate Fund «Endowment Qazaqstan Halqyna.»

Tokayev’s state-of-the-nation address, it was noted that endowment funds at
universities should become the key link in the development of the educational
ecosystem. A special draft law is currently being developed in the country,
which will be an important step in the development.
