In Kazakhstan, transit truck
transportation of goods increased by 44 percent in the first nine months of
this year, reaching 3.6 million tonnes. The majority of this volume accounts
for China, where freight transportation doubled to 1.5 million tonnes. This was
announced by Kazakh Vice Minister of Transport Satzhan Ablaliyev during a
government meeting. According to him, the threefold increase in Chinese transit
will contribute about 263 billion tenge to the domestic economy. It is
noteworthy that truck transportation still significantly lags behind maritime shipping,
as noted by the relevant ministry. Nevertheless, both medical, high-value and
requiring swift delivery goods, are transported by road. To redirect cargo from
sea to road transport, the government proposes the following measures: firstly,
establishing bonded warehouses, increasing the capacity of checkpoints and the
domestic fleet of vehicles, as well as implementing an efficient system for
distributing permit forms. In addition, a need for integrating all information
systems and simplifying mechanisms for attracting investors has been identified.
“I would like to give some instructions for the
further development of road freight transportation. Thus, local
executive bodies are required to complete all protracted procedures for the
transfer of land plots to business entities for the construction of service
facilities within two months. The Ministry of Transport is charged with
developing an efficient mechanism for distributing foreign permits to domestic
companies and making corresponding amendments to regulatory legal acts. Also, regional
governor’s offices are responsible for developing roadmaps for bringing
roadside service facilities in line with the National Standard,” said Alikhan
Smailov, Kazakh Prime Minister.
