In Kazakhstan, it is proposed to merge Astana Hub and the Park of Innovative Technologies. This initiative aims to foster the development of the country’s information and communication ecosystem and scale successful practices from the international technopark of IT startups to other innovative sectors. A draft law outlining these and other amendments to certain legislative acts aimed at improving the state support system for the innovation sector was presented in the Mazhilis, a Lower House of the Kazakh Parliament. Kanysh Tuleushin, First Vice Minister of Digital Development, Innovations and Aerospace Industry, highlighted the main provisions of the document, noting that amendments and additions are provided for the Civil and Entrepreneurial Codes, as well as for eight laws of the country, grouped into four main areas. According to the ministry, the first two focus on regulating all legislative processes related to the merger of the two parks, as well as their financing and achieving self-sufficiency.
«The third area focuses on populating the Single Window for
innovators with data, which will centralize access to information and support
measures. The fourth area aims to develop the venture capital market, with an
emphasis on evaluating the effectiveness and efficiency of funds allocated for
co-financing venture capital funds. The Ministry of Digital Development,
Innovations and Aerospace Industry has created the Single Window of the
National Innovation System, which consists of two key sections: the Innovation
Support Portal and the Digital Scientific Portal,» said Tuleushin.
